Assistant Property Manager Job Description

SUMMARY: The primary purpose of this position is to assist the Property Manager in directing all facets of business at Housing Authority of the County of Dauphin (HACD)-operated sites. The incumbent will be responsible for providing support by overseeing property management, ensuring that all procedures and units are compliant with HUD, state, local, and HACD regulations, and enforcing leasing agreements and timely rent payments by residents. This position requires the timely and accurate completion of all resident re-certifications, as well as additional tasks as assigned by the Property Managers.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
  • Assist the Property Manager in managing work, including: completing all annual and interim resident re-certifications, input maintenance work orders, and assist in preparation of annual unit inspection.
  • Develop a thorough knowledge and understanding of: HACD housing policies and procedures, all legal processes in which a property may be involved, and all HACD forms and document requirements.
  • Perform necessary rent collection activities, as directed; proactively reduce rent delinquency rate and take corrective legal action as necessary.
  • Assist in enforcing lease parameters; develop and maintain documentation of “for cause” eviction activities as necessary.
  • Streamline communications and relations with residents.
  • Assist the Property Manager in conducting quality control and operational reviews to ensure compliance with federal, state, local, and HACD procedures.
  • Perform other duties, as assigned.

EDUCATION AND/OR EXPERIENCE:
  • Associate’s Degree in business administration, public administration, real estate or related field.
  • Minimum of 1-2 years of experience in public housing, real estate, business, administration or equivalent.
  • An equivalent combination of education and experience may be considered.
  • Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan.
  • Bilingual (Spanish/English) is a plus but not required.

REQUIRED SKILLS:
  • Strong proficiency with Microsoft Office (MS Word and Excel).
  • Must have the ability to learn other computer software programs as required by assigned tasks.
  • Must demonstrate prior success in time management and dependability.
  • Excellent written and oral communication skills.
  • Excellent problem-solving skills.

WORK ENVIRONMENT:
  • Functions primarily in an office environment. Frequent, local off-site travel is required to various Authority properties and for potential meetings.
  • Work requires the ability to sit throughout the workday with frequent standing, reaching and grasping, and consistent use of fingers, hands, and arms for computer and phone work.
  • Position requires the ability to talk and hear and requires good vision skills (with or without correction). The employee must occasionally transport up to 25 pounds.
